Crain’s Detroit Business question :
” Orr is looking into regionalizing the Detroit Water
and Sewerage Department under a new authority.
Explain why you do or don’t support Orr’s proposal.”
Mike Duggan answer :
There is nothing a regional authority can do
that competent management can’t do.
We’ve run DWSD badly, so the idea is to create a new authority.
All the new authority does is change who the board members are.
What we need is strong management.
There’s no need to regionalize this.
We do need to put accountable management in place.
We do need to cut waste out of the system because
the water rates are too high, and we’ve got to invest
in our infrastructure that’s been neglected for far too long.
