GM and Arsenal blended effluent too ?

City of Warren Wastewater Treatment Plant discharges
Blended Effluent – when it can’t keep up .

One has to wonder what the 2013 current rules are for General Motors
and the Military Arsenal facilities near the Red Run (Bear Creek)
flowing into the Clinton River ?
Are they just as “”unique”” as they are for the City of Warren ?

Would any government official in Michigan truly clamp down and
force these 2 establishments to upgrade their discharge equipment ?
Is the public truly well informed on what gets released into the Clinton ?

I have a tough time believing the Clinton River is “clean”
as it flows past Warren into Mt. Clemens and into Lake St. Clair
When I see news reports with live video footage of Water Commissioners
and their top executives swimming laps in the Clinton between the
Red Run Golf Course and Harley Ensign Marina – I may change my mind.

Freedom of Information:
Michigan exempts: emergency response plans, risk planning docs,etc.

“Water infrastructure is deemed a vital human service and must be guarded
against damage or destruction threatening public health and environment.
This important sector of society has no agreed-upon industry practices
to govern readiness, response to security incidents, and recovery.”

Meaning – it’s damn tough to research anything regarding water.
The Detroit Arsenal Tank Plant, built in 1940,
was the first manufacturing plant to mass produce tanks
in the United States. The Tank plant closed in 1996.
The adjacent Detroit Army Arsenal is home to the
Tank/Auto Research Develop Engineer Center (TARDEC).

An MS4 is a system of drainage
(including roads, storm drains, pipes, and ditches, etc.)
that is not a combined sewer or part of a sewage treatment plant.
During wet weather, pollutants are transported
through MS4s to local waterbodies.
