Project Progress Update
Board Meeting January 21, 2014

The following items provide a status update
as of the writing of this report (January 14, 2014)
for the work completed for the
Oakland-Macomb Interceptor Drain repair program
SRF Segments 1, 2, and 3):

SRF Seg 1: Contracts 1 & 2 Status – Construction Complete

Construction Amt Invoiced: $27,694,153
(98% of Adjusted Contract Amt) through 1/30/12

Contract 1:
 Ric-Man Construction Inc. (RCI) is complete,
including all previously reported warranty issues.
 OCIP gap coverage claim by RCI is pending arbitration.

Contract 2:

 Ric-Man Construction Inc. (RCI) is complete,
including all previously reported warranty issues.
 CS-6 Claim issues by RCI and OMIDDD and
OCIP gap coverage claim by RCI are pending arbitration.
 Builder’s Risk Claim by OMIDDD is denied by Zurich.
Additional inquiry is pending.

SRF Segment 2: Contract 3 Status – In Construction
Construction Amt Invoiced: $12,128,462.80
(67.5% of Adjusted Contract Amt) through 12/31/13
Schedule Expended: 713 of 724 days to
final completion (98%) through 12/31/13
Schedule Status: Engineer and Owner have negotiated a
substantial completion late finish of
3/31/14, to be finalized under Change Order 4.

Edison Corridor / Interceptor Grouting

 IWPC has placed approximately 38,400 cubic feet
(43%) of the contract amount of cementitious
grout and has installed 4,450 packers,
84% of the contract amount of packers to date.
IWPC has also placed 5,103 gallons,
60% of the contract amount of chemical grout
as of the writing of this report.
 Inland Waters Pollution Control completed
cementitious grouting operations in PCI-7 on 12/31/13
in the expanded grouting zone (lined/constricted area)
between manhole 108 and CS-4.
1,584 cubic feet was placed in the annulus void
between the 9’ diameter liner and 12’9” diameter interceptor;
and 8,264 cubic feet of cementitious grout was placed outside
of the interceptor for a total of approximately
365 cubic yards within this reach.

 With the completion of the work in PCI-7,
Inland Waters Pollution Control has mobilized
all of their forces including their subcontractor
DLZ to PCI-5. Currently IWPC has two crews grouting
north of Stevens Road between stations 125+58 and 133+90,
and a third crew chemical grouting and installing packers
just upstream of the NESPS between stations 0+00 and 4+60.
A fourth crew is anticipated to start grouting operations
at Toepfer Road to avoid potential conflicts with the
proposed Contract 4 shaft dewatering work.
 Inland Waters Pollution Control’s, cementitious grouting
effort has resulted in the placement of approximately
5,550 cubic feet (205 cubic yards) in PCI-5 between
stations 133+90 to 125+58 north of Stevens Road to date.

Northeast Pumping Station Improvements
 Inland Waters Pollution Control has been using
Pump #4 and the the 150 hp dewatering pump as
designed since November 8, 2013, to lower
and maintain the water surface in the
wet wells below the invert elevation of the interceptor.
DWSD pump 6 remains out of service.

SRF Segment 3: Contract 4 Status: In Construction
Construction Amt Invoiced: $3,862,119.62 (8.3%)
of $46,439,100 amount bid, through 12/31/2013
Schedule Status: 47 of 730 Contract days through 12/31/2013 (20%);
Baseline Schedule is approved;
Revised schedule in process to account for
approved work sequence changes.

General Issues
 Jay Dee submitted and has followed up on Davis Bacon
wage petition to the US Department of Labor;
DOL denied; appeal is in process.
 Following Jay Dee withdraw of proposal,
Engineer has evaluated options for adding additional length
of Hobas lining to PCI-6 to replace GFR shotcrete
(as approved at 8/6/13 Board meeting).
Issue is currently on hold.
 Coordinated and assisted with Bodman with respect to
temporary and permanent easements being
evaluated, appraised, and negotiated
final with property owners.
Draft easement books for entire OMID alignment
are under final modification,
to include the new easements.

PCI-8 Repairs
 Jay Dee Contractors is performing cementitious
grouting operations in PCI-8 along Dodge Park Road.
Stations 135+45 to 134+72 and 128+80 to 124+50
have been completed with minimal grout placement.
JDC has moved south on Dodge Park and based the
grouting operation out of PCI-8-108.
They are currently grouting between stations
122+40 and 112+80. A total of 663 cubic feet (6%)
of cementitious grout and 564 (23%) packers
have been placed to date.

 In preparation for the next grouting zone on
Dodge Park JDC is modifying PCI-8-107.
Traffic control was approved by the City of Sterling Heights.

Existing Control Structure Modification
(CS-9 / 10 Mile Road and CS-6 / 15 Mile Road)

 Jay Dee Contracting removed the concrete roof panels
from the CS-9 structure to facilitate installation
of HOBAS liner under I-696.
JDC took delivery of approximately 280 lineal feet of HOBAS
liner. The liner is being staged at Control Structure 9.

 Jay Dee Contracting is preparing to enter the interceptor
for a PCI-8 alignment survey and HOBAS liner installation,
by removing the concrete roof panels on the flow side
of Control Structure 6.

Toepfer Road Shaft Installation (PCI-5-104A)

 Jay Dee Contractors subcontractor Rohrscheib Sons
continues drilling the 3 foot diameter piles and
20” diameter plug piers forming the
exterior support system for the shaft.
Twenty-eight of the thirty six piles and
twenty-two of the thirty six plug piers
have been completed to date.
 Geotechnical instrumentation
shows minimal movement to date.

SRF Segment 4 Status: Basis of Design
Design team has met and begun planning for the
basis of design and overall design phase of Segment 4:

 Summary schedule is under development
 Survey kickoff pending
 FTP Site under development
