This is a SOURCES SOUGHT notice.

The U.S. Army Corps of Engineers, Detroit District, is seeking potential firms that have the capability to construct a project that shall include, but not limited to, the construction of approximately 11,000 linear feet of cured-in-place (CIPP) pipe lining and spot repair rehabilitation of the Southfield No. 2 Drain, City of Southfield, Oakland County, Michigan. The Southfield No. 2 drain consists of 10-inch through 24-inch combined sewer pipe within the George W. Kuhn Drainage District. Spot repairs consist of the excavation, removal, and replacement of a portion of sewer that cannot be CIPP lined such as sewers with distinguishable sags and broken pipes.

The contract will have 6 month completion requirement. The estimated award date of the contract is 1 August 2009. The estimated cost of construction is between $1,000,000 and $5,000,000.

The North American Industrial Classification System (NAICS) code is 237110, which has a size standard of $33,500,000 in average annual receipts. The project requires knowledge of construction of CIPP pipe lining systems and sewer repairs.

This is NOT a request for proposal. This announcement is for planning purposes only. In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present the following information: a brief overview of the firm’s capabilities and experience on Construction projects similar in scope and cost magnitude to this program; and any socio-economic classification(s) (e.g., large business, small business, small disadvantaged business, etc.) as they relate to NAICS code 237110. Firms must submit a letter from their bonding company related to their bonding capacity for individual projects along with their letter of interest.

Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed two (2) pages. Do NOT send an SF 330. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Companies or individuals interested in responding are invited to submit their information via email only to Contracting at LRE-Quotes@usace.army.mil

All interested companies or individuals are required to fill out the attached “Sources Sought” Fillable Form. All attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. Please send responses by no later than 2:00 PM local prevailing time at Detroit, MI on 12 May 2009. PLEASE REFERENCE “SOURCES SOUGHT: Oakland County CIPP Repairs at Southfield Drain No. 2, in the subject line. Respondents will not be contacted regarding their submission or information gathered as a result of this Sources Sought notice. The formal solicitation, will be issued at a later date by a separate announcement.

SEWER LINE CLEANING, DEBRIS REMOVAL, DEBRIS DISPOSAL, AND CCTV INSPECTION This contract shall consist of cleaning, debris removal, debris disposal and video inspection of 31,446 (+/-) feet of sewer pipe in accordance with the bid specifications: The contractor shall CCTV each section of sewer line within 3 days after the pipe section has been cleaned to verify that the section has been cleaned in accordance with bid specifications.
